These are our immediate and long term goals are:

  1. To try to stop the Highland Paving Asphalt Plant from moving forward and operating at this location.
  2. If the above is not achieved, we want to prevent the Highland Paving Asphalt Plant from expanding (capacity limits, manufacturing limits, production levels, operation hours/days/times, etc.) of their currently submitted plan of operation at this location.
  3. To try to change the zoning on the adjoining parcels of land to something other than industrial.
  4. To try to change the language/law within the Harnett County Ordinances, to create more restrictions on all industrial entities within our county, that omit or produce hazardous substances expelled into the ground, air and water, due to their manufacturing processes.

These goals ALL require an attorney to do so. There are measures and procedures that need to be followed to gain traction legally. An Attorney is an invaluable asset to assist us in these measures and be taken seriously. In order to do this we will need money!

The leadership of this group does not make this ask lightly. We all have been very cautious about crowdfunding and up to this point any funds needed have come from our own wallets or from a private individual contribution.

Please let us make our case to you why this is not only important to the people who live near this location, but to everyone who lives within Harnett County and to some who live in other counties. Here are two very important reasons to support this effort financially:

  • Did you know that Harnett County homes within a 1 to 2 mile radius of the Highland Paving Asphalt Plant location will likely see their property values decline by 10% or more? 
  • Did you know the Harnett County supplies drinking water not only within the county but also to 5 other counties and 14 municipalities (totaling approximately 125,000 customers within the county, 60,000 customers outside the county?
  • Did you know that there are still approximately 130 acres of Industrial zoned land in the area adjacent to Highland Paving’s property? That means that ANY industrial business can purchase land and submit for permits.  No public rezoning hearing required! 

This 41 acre parcel of land has a flood zone of 19 acres and has wetlands that all drain into Neill’s Creek, which drains into the Cape Fear River. Below is a graphic showing Highland Paving’s proximity to the Harnett County Regional Water Treatment plant.

We need you! We can’t do this alone! We have opened a Community Action bank account in order to receive monetary contributions. Even if you can only support $10 or $20, every bit counts!
