


DR Horton was granted Annexation and High Density RS10 Zoning request with the Town of Lillington on February 15th. Preliminary site plan details 103 lots (average 0.15 acres – 5 homes per acre) to be built on PINs 0651-41-5348.000, 0651-50-0955.000, & 0651-61-0381.000. This proposed development is directly behind the Highland Paving Asphalt Plant and Crete Solutions Concrete Plant on Matthew’s Rd. in Lillington, NC.
We have contacted the NC Real Estate Commission regarding disclosure requirements to prospective buyers about the proximity to both plants. This was their response:
“Since they are new construction they would not be required to use the Residential Property and Owners Association Disclosure Statement that states (26. Is there any noise, odor, smoke, etc. from commercial, industrial, or military sources which affects the property?). That being said it may be considered a material fact as the proximity to the subdivision and it’s impact on the subdivision. My advice to any developer is to have a clear and accurate disclosure of any potential material fact affecting the property for sale.”

According to preliminary site plans submitted to the Town of Lillington, Harnett County, North Carolina (PIN’S: 0651-41-5348, 0651-50-0955, 0955, 0651-0381), your company has plans to build 103 homes behind the Highland Paving Asphalt Plant and Crete Solutions Concrete Plant (PIN: 0651-31-5031.000). The asphalt plant started operating in late December 2021, but your plans to build development off of Matthews road behind the plants have proceeded. Last Fall when we became aware that the plant was going to be built, several of us contacted DR Horton reps selling in nearby Morgan North to inform them of the plant being built in the area and NO ONE responded.
The Town of Lillington approved annexation and high density RS10 rezoning on February 15th. We have pictures of the plant operating behind land you plan on purchasing from Mr. John Wester and family to build these homes.

We have installed 5 pollution monitors in the area which were sponsored by CleanAire NC, Environmental Justice Division. One of these monitors is located right next to your proposed development. Not only have we found elevated numbers during times that the plant has been operating, but the smell is horrible. The concrete plant on the same property will be operating within the next month, which will further add to dust and pollution in the area.
In the last few months, we have had 3 different people looking to purchase homes in nearby DR Horton developments let us know that because of our website and Facebook group, they canceled their contracts. No one wants to move close to pollution sources without their knowledge!
We hope that if you choose to proceed with this development, that full disclosure is given to prospective buyers regarding the health implications of living with an asphalt and concrete plant in their backyards.
